The experience with East Carolina Home Care began with the family's hope that they could provide reliable support for my 88-year-old father and possibly my 87-year-old mother. During the vetting process, the company assured us that they would be able to handle the requirements of our family's contract. Based on those assurances, I decided to hire them, trusting that their staff and systems would meet the needs of our aging parents.

The first day proved to be a troubling start. A caregiver was scheduled for a shift, but no one showed up. There was a scramble to cover the vacancy, and it wasn't until late in the day that the shift was finally filled. While there were a few good caregivers, the majority proved to be substandard, unprofessional, and lazy, with some even sleeping on the job. This pattern of inadequate staffing and careless behavior continued, and the company failed to address these issues in any meaningful way. The service we received deteriorated over time, despite occasional competent caregivers.

From the outset, the administrator and the nurse in charge at the Rocky Mount office made it clear they were unconcerned about the ongoing staffing issues related to our contract. I repeatedly observed a lack of urgency and accountability from management when problems were raised. The nurse in charge was so blatant in her disregard for our contract requirements that she instructed me to contact the owner, Mr. Schwartz, and to tell him to come and cover a contracted shift - she refused to do so herself. Whenever I spoke with anyone in management, I received excuses instead of substantive solutions or reassurances that the issues would be resolved.

The company's stated history appears to include servicing clients who are covered by government-funded benefits. In contrast, our contract was self-paid, with reimbursement from an insurance company. This distinction seems to matter in practice, as the reviewer notes a perception that East Carolina Home Care does not perform as well for clients who require close supervision and accountability from families who oversee the contract. The implication is that the company fares differently under government programs and self-paid arrangements when there is more oversight from clients.

If it were possible, I would also seek to prevent them from receiving taxpayer dollars, because insufficient oversight appears to enable laxity and poor performance. The elderly deserve reliable, accountable care, and my experience with this company left me convinced that they are not equipped to provide that consistently.

In sum, despite a few competent caregivers, the overall service was marred by staffing shortages, unprofessional conduct, and management's persistent lack of responsiveness. The repeated excuses and the nurse's attempt to offload responsibility onto the owner underscored a broader problem: when oversight from clients is present, issues are noticed, but when oversight is minimal, the company's performance tends to slip. This combination made the arrangement untenable for the care needs of my aging parents.
